The delivery of quality post-secondary education in Saskatchewan is jeopardized by insufficient action to address the instructor recruitment/retention issues. The gap between supply and demand for programs is increasing. As a result, wait lists are on the rise.

Wascana Centre is an urban park located in the centre and southeast area of Regina. A Board of Directors, appointed by the province, city and university, manages Wascana Centre Authority (WCA), which was created in 1962 to oversee the area. Funding is provided by the three partners on the basis of 55% from the province, 30% from the city and 15% from the university. Funds for WCA have decreased, remained the same or increased marginally in 14 of the last 16 years. Funding levels in 2002 are lower than the funds allocated in 1981, resulting in staff and program cuts over the years.

Increased funding for staff and equipment is necessary if WCA is to adequately maintain the recent improvements to the park, as well as maintain the park over the long term. The funding partners must approach current and future funding arrangements with a view to sustainability
